Generic Property of the Partial Calmness Condition for Bilevel Programming Problems

The partial calmness for the bilevel programming problem (BLPP) is an important condition which ensures that a local optimal solution of BLPP partially penalized where lower-level optimality constraint moved to objective function and hence weaker qualification can be applied. In this paper, we propose sufficient in form error bound guarantees condition. We analyze combined program based on Bouligand (B) Fritz John (FJ) stationary conditions from generic point view. Our main result states programs B FJ setting with applications economics, not particularly stringent assumption. Moreover, derive case without any extra qualifications show exact equivalence between our one by Jongen Shikhman [Math. Program., 136 (2012), pp. 65--89] given implicit form. arguments are Jongen, Jonker, Twilt's 34 (1986), 333--353] (five type) classification so-called generalized critical points one-dimensional parametric optimization problems Shikhman's reductions BLPPs.
